Fatali Khan Khoyski

First prime minister of the Azerbaijan Democratic Republic (1875–1920).

Fatali Khan Khoyski was born in Shaki in 1875, graduated in law from Moscow University and served as a deputy of the Russian State Duma.

In May 1918 he headed the first government of the Azerbaijan Democratic Republic, under which the state language, flag, army and Baku State University were established.

After the Soviet occupation he went to Tiflis, where he was assassinated on 19 June 1920.
