The Council of Elders (Aksakals) is an advisory body of the OTS. Respect for the aksakal — the elder — and turning to his advice is an ancient custom among the Turkic peoples, and the Council lifts this tradition to the level of relations between states. It was set up in 2010, after the organisation was restructured.

Its members are appointed from among former prime ministers, ministers, members of parliament and ambassadors of the member states. The Council prepares recommendations for the heads of state and advises on the preparation of summits.

Meetings rotate among the member countries. The Council's main purpose is to strengthen friendship and cooperation between the Turkic states and to keep shared traditions alive.
