TURKPA — Parliamentary Assembly of Turkic States

The union of the parliaments of the Turkic states: founded in Istanbul in 2008, with its permanent secretariat in Baku.

The Parliamentary Assembly of Turkic States was set up for cooperation between the legislatures of the Turkic states. Its founding agreement was signed in Istanbul on 21 November 2008 by the parliaments of Azerbaijan, Kazakhstan, Kyrgyzstan and Türkiye. Its permanent secretariat is in Baku.

The four founding states are full members, while Hungary and Northern Cyprus are observers. The chairmanship rotates among the members, and four standing commissions cover legal, social and cultural, economic, and environmental and health affairs.

TURKPA drafts recommendations for bringing legislation closer together, adopts declarations and observes elections and referendums in member states. Through parliamentary diplomacy it complements the cooperation of the Turkic states within the OTS.
