Azerbaijan's defence cooperation and contracts
From the Shusha Declaration to the JF-17 and HÜRKUŞ-II contracts: Azerbaijan's main publicly announced defence agreements of 2020–2026.

This article lists only agreements that have been officially announced or confirmed by recognised defence publications.
Türkiye: an alliance
The Shusha Declaration on Allied Relations, signed in Shusha on 15 June 2021, provides for mutual assistance if either country is attacked and encourages joint defence-industrial production. Türkiye is Azerbaijan's main military partner: the two hold joint exercises and Azerbaijani officers train in Türkiye.
Pakistan: JF-17 fighters
In February 2024 Azerbaijan signed a $1.6 billion contract with Pakistan for JF-17C Block III multirole fighters; the first aircraft were presented that September, during ADEX 2024. In June 2025 the deal was expanded to up to 40 aircraft with weapons and equipment.
ADEX 2026: over $500 million with Türkiye
At ADEX in Baku (30 September – 2 October 2026) contracts with Türkiye worth more than $500 million in total were signed: 14 HÜRKUŞ-II trainers from TUSAŞ (the model's first export), ASELSAN's ALP-100 radar, Baykar's MIZRAK loitering munition, the Antidot electronic-warfare system and Roketsan's BARBAROS coastal defence system.
Also signed were a preliminary agreement with ASELSAN to set up a production facility in Nakhchivan, logistics-support agreements between Otokar and MKE and Azerbaijan's MIRAS, and a protocol on science, education and workforce training in the defence industry between Azerbaijan's ministries of science and education and of defence industry and Türkiye's YÖK and SSB.
Other partners
Israel has for many years been a leading supplier of drones, air defence and missile systems; AZAD Systems was set up jointly with an Israeli company. The arsenal also includes Russian, Belarusian and Italian systems.
