On 28 October in Ankara, Kazakh President Kassym-Jomart Tokayev and Turkish President Recep Tayyip Erdoğan held talks first one-on-one and then in an expanded format with their delegations.

Tokayev noted that the meeting fell on the eve of Türkiye's Republic Day and congratulated Erdoğan and the Turkish people. He said ties rest on shared history, language, traditions and mutual trust, and that there are “no contradictions or disagreements” between the two sides. He added that Türkiye is among Kazakhstan's five largest trading partners and ten largest investors.

Erdoğan recalled the Declaration on Eternal Friendship and Enhanced Strategic Partnership signed in Astana in May and said more practical steps would be added at the next High-Level Strategic Cooperation Council. The goal of raising bilateral trade to $15 billion was restated.

The leaders discussed transport and logistics, energy, artificial intelligence, agriculture, the defence industry and cultural and humanitarian ties. Tokayev said he would attend the 13th Organization of Turkic States summit the next day and later COP31 in Antalya. No new documents signed at this meeting were reported.
