On 30 October Turkmen President Serdar Berdimuhamedov left for Türkiye on a working visit to attend the 13th Summit of Heads of State of the Organization of Turkic States. Officials saw him off at Ashgabat International Airport, and a few hours later his plane landed at Ankara's Etimesgut airport.

According to Ashgabat, Turkmen-Turkish relations rest on a shared history, language and spiritual values, and regular high-level political dialogue is a reliable basis for cooperation spanning trade, the economy, culture and humanitarian ties.

In line with its policy of neutrality, Turkmenistan takes an active part in the organization as an observer and regards the OTS as an important platform for cultural dialogue and trust. Among the priorities Ashgabat highlights are sustainable transit corridors, energy security and the green economy, while the work of the Council of Elders is cited as an example of keeping the age-old traditions of the Turkic peoples alive.
